Overview

What Is Image to PDF?

Image to PDF conversion is the process of combining one or more image files — such as JPG, PNG, WebP, or GIF — into a single PDF document. Each image becomes one page in the PDF, and you can control the order of pages, the page size (e.g. fit to image, A4, or Letter), and then download one consolidated file that is easy to share, print, or archive.

This is useful when you have photos, screenshots, or graphics that you want to turn into a proper document. Instead of sending multiple image files, you create one PDF that opens in any reader and keeps the layout consistent. Because the tool processes everything on your device at OnlinePCTools, your images are never sent anywhere; the PDF is generated privately, which keeps your content safe and secure.

PDF is the standard format for documents that need to look the same everywhere. Unlike a folder of image files, one PDF is easier to email, upload to portals, or attach to forms. Many official forms and systems accept only PDF, so converting images to PDF is a necessary step for submissions. Using an online tool means you can do this from any device — no desktop software required.

Our approach at OnlinePCTools ensures your images never leave your device, which is important for sensitive or confidential content. Whether you are archiving family photos, preparing a report with screenshots, or assembling a contract from scanned pages, image-to-PDF conversion simplifies sharing and storage while keeping everything in a format that is universally supported and easy to print.

Convert images to a single PDF with reordering, page size options, and full privacy

Multiple Image Formats

Support for JPG, PNG, WebP, and GIF so you can mix formats in one PDF. The tool converts them as needed so every image appears correctly in the final document. No need to convert your images to a single format first.

Drag-and-Drop Reordering

Reorder images before creating the PDF using simple up/down or left/right controls. You get full control over page order without re-uploading files. The order shown in the grid is the order of pages in the final PDF.

Page Size Options

Choose Fit to Image to preserve each image's aspect ratio, or A4/Letter for a consistent document size that is standard for printing and formal use. Fit to Image is best when sizes vary; A4 or Letter gives a uniform document.

No Arbitrary Page Limit

Add as many images as you need for your document. Very large batches may take longer to process but there is no fixed page limit. Create a single PDF from dozens or hundreds of images in one go.

100% Private & Secure

The PDF is generated entirely on your device. Images are never sent anywhere, so your photos and documents remain private. Once you're done, nothing remains; your content never leaves your device.

No Account Required

Use the tool without signing up or logging in. Open the page, add images, set options, and download your PDF with no registration or subscription. No watermarks and no trial limits.

How to Convert Images to PDF

Follow these four steps to turn your images into a single PDF document

1
1

Add Your Images

Open the Image to PDF tool and drag one or more image files onto the drop zone, or click to browse and select them. You can select multiple files at once. Supported formats include JPG, PNG, WebP, and GIF. The order in which you add images is the initial page order.

2
2

Reorder Pages (Optional)

After adding images, you will see a grid of thumbnails with page numbers. Use the arrow buttons on each thumbnail to move that image left or right in the sequence. This determines the order of pages in the final PDF.

3
3

Choose Page Size

Select how each image should appear on the page: “Fit to Image” uses the image's own dimensions, “A4” uses standard A4 size, and “Letter” uses US Letter. Fit to Image is best when sizes vary; A4 or Letter gives a uniform document size for printing or formal submission.

4
4

Create and Download PDF

Click “Create PDF.” The tool will build the PDF on your device and then trigger a download. Your file will be saved as a single PDF containing all images in the order you set. You can clear the list and add new images to create another PDF.

Verified questions from real users and expert answers from the OnlinePCTools team

I need to combine 20 scanned ID and certificate pages into one PDF for a job application portal that only accepts a single file. Can I mix JPG and PNG?

AH

Amira Hassan

Job Seeker, Cairo, Egypt

Yes. You can add JPG and PNG (and WebP, GIF) in any combination. Drag all 20 files into the upload area, then use the reorder controls to put them in the sequence the portal expects — for example, ID first, then certificates. Choose A4 or Letter if the portal expects a standard page size. Click Create PDF and you will get one file ready to upload. Everything is processed on your device, so your documents never leave it.

Are my images uploaded to your servers? I'm converting photos that contain personal information.

Freelancer, Stockholm, Sweden

No. The PDF is created entirely on your device. Your image files are read privately and never sent anywhere, so your content stays safe. We have no external processing or storage for your images. Once you're done, nothing remains. Your data stays completely safe and private.

What does “Fit to Image” vs A4/Letter mean? I have a mix of portrait and landscape photos.

“Fit to Image” makes each PDF page the same size as the image, so page dimensions can vary from one page to the next — ideal when you have mixed orientations and want to preserve each image's aspect ratio. A4 and Letter use fixed page sizes (international and US standard), with the image scaled to fit on the page; the document will have uniform page dimensions, which is better for printing or formal submissions. Use Fit for mixed-sized images; use A4 or Letter for uniform, printable documents.

I added 50 images but the PDF creation seems stuck. What should I do?

MJ

Marcus Johnson

Archivist, Chicago, USA

Large batches can take a while because everything is processed on your device. Give it a minute; if it still does not complete, try creating the PDF in smaller batches — for example, 15–20 images at a time — then use our Merge PDF tool to combine the resulting PDFs into one. Also ensure your image files are not extremely large (e.g. multi-megapixel raw exports); resizing them in an image editor can speed things up. If the page becomes unresponsive, close other applications to free memory and try again.

Use Cases

Common scenarios where converting images to PDF simplifies sharing and submission

Job and Application Submissions

Combine scanned IDs, certificates, and photos into one PDF for job applications, university applications, or visa forms that require a single document upload.

Scanned Documents

Turn multiple scans (e.g. from a phone or scanner) into one multi-page PDF so you can send or archive a complete document instead of many separate image files.

Portfolios and Presentations

Build a portfolio or visual report by adding images in order and exporting as PDF for clients, teachers, or colleagues. Control page order and size for a polished result.

Receipts and Records

Gather receipt photos or screenshots into one PDF for expense reports, tax records, or personal filing so everything is in one place and easy to print or submit.

Photo Albums and Memories

Create a simple PDF “album” from selected photos for sharing with family, printing, or keeping as a single file instead of many loose images.

Contracts and Signed Pages

Assemble scanned signature pages, signed forms, or photographed documents into one PDF for legal filing, client delivery, or internal records.

Q1. Is image to PDF conversion free?
Yes. The Image to PDF tool on OnlinePCTools is free. You can add as many images as you need and create PDFs without signing up or paying. There are no watermarks or trial limits. Use it for personal or commercial purposes.
Q2. Are my images uploaded to a server?
No. The PDF is created entirely on your device. Your image files are read privately and never sent anywhere, so your content stays safe. We have no external processing or storage.
Q3. What image formats are supported?
The tool supports JPG/JPEG, PNG, WebP, and GIF. You can mix these in a single PDF. Other formats (e.g. BMP, TIFF) are not supported; convert them to JPG or PNG first if needed using any image editor or converter.
Q4. Can I change the order of pages?
Yes. After adding images, use the reorder controls on each thumbnail to move pages left or right. The order shown in the grid is the order of pages in the final PDF. You can rearrange at any time before clicking Create PDF.
Q5. What does “Fit to Image” vs A4/Letter mean?
“Fit to Image” makes each PDF page the same size as the image, so page dimensions can vary. A4 and Letter use fixed page sizes (international and US standard), with the image scaled to fit on the page. Use Fit for mixed-sized images; use A4 or Letter for uniform, printable documents.
Q6. Why did my PDF fail to create?
Large images or many files can take longer to process. Try fewer or smaller images, or reduce image dimensions in an editor first. Also ensure files are valid image formats (JPG, PNG, WebP, GIF) and not corrupted. Closing other applications can free memory.
Q7. Is there a limit on how many images I can add?
There is no fixed limit. Very large batches (e.g. hundreds of high-resolution images) may take longer to process. If you run into issues, create the PDF in smaller batches and use Merge PDF to combine the results.
Q8. Can I use this on my phone or tablet?
Yes. The tool works on Windows, Mac, Linux, tablets, and smartphones. No desktop app is required. Add images from your camera roll or file picker, reorder if needed, choose page size, and create your PDF — all privately on your device.
